In the context of the Innovation Union, the European Commission has defined as a key objective to increase public procurement of innovation through the establishment of an EU financial support. Hence, a pilot call for proposals under CIP is planned to be launch in June 2011 as a test of the necessary support measures that have to be implemented.
In the end of last month, a workshop for experts on “Public Procurement of Innovation: Towards a European Scheme” was held in Brussels. This event aimed at developing the content of the CIP calls to be launched in June of this year and gathering as well suggestions for the next budget period.
IPRs as an essential condition of innovation were therefore discussed. Special attention was given to the unclear relation between IPRs, State Aid and financial compensation measures.
